Message from the President
ITU President Les McDonald writes: As you all know, or should, the ITU office staff, mostly part-time volunteers, are modest about their accomplishments. However, it should be noted, on their behalf, that at the recent conference in Madrid of all International Federations with the IOC Executive Board, one of the items on a heavy agenda concerned International Federations, and others, websites. A stellar class of important and prestigious organisations you might think, and you would be correct. ITU, your International Federation, was awarded a bronze medal for its innovative, informative, clever, humourous, active, creative (add your own superlative adjectives) for its homey down-to-earth website run by the impoverished women and men of the ITU gulag. Thanks - Christine, Ed, Loreen, Lisa, Leslie and Sydney.
The Olympic Triathlon course set in Vouliagmeni is quite tough, on the bike section. Perhaps the most demanding of any triathlon course.
But then so is the Olympic marathon in Athens. Potential Olympic marathoners should not expect new record times.
One of the women who is focussing for the Athens 2004 marathon has been performing well internationally, she is Sonja Oberem of Germany. She has finished third in the European Athletic Championships in Munich, seventh in the World Championships, Sonja has won the Athens Marathon for the last two years. So why are we carrying stories about other sports such as the marathon in the ITU Triathlon Update? Simple really - Sonja Oberem started out her sports career as a triathlete! Sonja won the European and World Junior Triathlon Championships in the past. I'm hoping for her to win the marathon Olympic Gold medal - how about you?
WADA Forms Now Past Due
Leslie Buchanan, ITU Technical Director writes: The International Triathlon Union works cooperatively with the World Anti-Doping Agency (WADA) to keep our sport clean and safe. ITU takes the matter of keeping the sport of Triathlon free of drugs very seriously. Recently, the ITU signed an agreement with WADA. Any athlete ranked in the Top 150 of the ITU World Rankings is to notify the ITU of their whereabouts so that WADA can conduct any testing necessary. ITU sent out an athlete whereabouts form to all the National Federations that was due back on April 15th, 2003 for the period of April 15th- July 1st, 2003.The penalty for not sending the ITU these completed forms is that the athlete will not be able to compete in ITU Events for the remainder of 2003.

If we did not receive this information by May 31st, 2003, then this penalty will be imposed. We need to make Anti-Doping a priority.
The next set of forms for the period of July 1st- September 30, 2003 are due July 1st so National Federations should be preparing these forms. Thank you.

Dangerous Views on Doping War
Dick Pound (IOC), President, World Anti-Doping Agency Writes in Letter to the Editor, Sunday Times, London, 18 May 2003: Sir: I write regarding Graham Kelly's article in the 12 May issue, "Caborn's Stick Smacks of Totalitarian Regime." I find it disheartening that Mr. Kelly would write, and you print, such an article only two months after 1,200 delegates represented both world governments and sports authorities signed on to the World Anti-Doping Code, marking one of the most historic events in the fight against doping. At a time when most of the world has come together to fight this scourge, Mr. Kelly argues for more lenient laws and more free passes for athletes who cheat. Politicians such as Minister Caborn, who have taken such a strong stance on this important issue, should be applauded, not derided.

The arguments used by Mr. Kelly regarding nandrolone are not borne out by science. While it is true that nandrolone decanoate is produced by the body, numerous studies have shown that the naturally occurring amount is extremely low. Anything above minute levels found in the body is suspicious and credible grounds for further investigation of doping. In addition, studies has proven time and again that nandrolone increases muscle mass and enhances performance, making it an attractive substance for those who want to increase their changes to win through doping. Does Mr. Kelly believe it is an accident that there are so many nandrolone cases? It is on the Prohibited List for a very good reason and it should stay there.

I am puzzled by why Mr. Kelly would take exception to my statements that WADA should procure worthwhile research projects to further our understanding of doping. I should have thought his article pushes for precisely that kind of research to prove which substances enhance performace and should, in fact, be prohibited.
As for strict liability - that an athlete is responsible for what is found in her or her body - it is a concept that is not only logical, but one that has been accepted by human rights experts as fair and just. Who should take responsibility for what is in our bodies if not us?
And finally, speaking of human rights, it is important for your readers to know that, contrary to Mr. Kelly's assertion, the World Anti-Doping Code does confrom to international law. Human rights experts have studied the Code, at our request, and deemed it to be in line with international norms of justice and fairness.
WADA, and those who back the fight against doping, such as Minister Caborn, do accept that athletes are innocent until proven guilty. But for those who are proven to have cheated, there should be no more excuses, and no more second chances. Why would they deserve them, when they have cheated other athletes who have played fairly?

Langebaan, Western Cape, South Africa Awarded Olympic Qualifier for Athens Olympic Games.
Liesbeth Stoltz, President of the African Triathlon Confederation writes: We have just awarded Langebaan, Western Cape, South Africa the rights to host the 2004 African Regional Championships and Athens Olympic Games Triathlon Qualifier. The event is scheduled for 21 March 2004. The winners of this important event will be eligible for selection by their NOC for the 2004 Olympic Games Triathlon in Athens. As well, the top 3 finishers will also be eligible for the 2004 Maderia ITU World Championships, the final event prior to the Olympic cut-off. We are confident that our organising committee in Langebaan are ready to stage an event of this importance, and will be working in the coming months to ensure the quality of this world class event.

$335,000 Financial Support for Triathlon World Cup - Commitments from all three levels of government

EDMONTON, May 16: Government support valued at $335,000 for this year's ITU Triathlon World Cup was announced today at a City Hall news conference. This represents the financial commitments of all three levels of government toward the event, which will again be held in Hawrelak Park. This year's World Cup races will be held on the afternoon of Sunday, July 13th. The activities that day will also include the Canadian Triathlon Age Group Championship, which is expected to attract more than 500 triathletes from across the country. A "Try a Tri" sprint event will also be held for beginners.

"Edmonton continues to attract world-class athletic events, and that speaks to the outstanding caliber of people this community has working on its behalf," said Mark Norris, Minister of Economic Development, who presented a cheque for $150,000 from the Alberta Government to J.D. Hole, Chair of Edmonton World Cup Triathlon. "This is a great way to keep Edmonton, and all of Alberta, recognized as a safe and friendly destination for people from all over the world."Councilor Jane Batty, hosting the news conference at Edmonton City Hall, said that the City will once again fund hard costs of staging the event. These costs, valued at $110,000, include the use and preparation of Hawrelak Park Lake, relevant transportation and policing and support in national and international promotion.

"Edmonton is delighted to be able to offer the hometown advantage to Canada's athletes as they search for qualification points for the 2004 Olympic Games in Athens," says the event's chair J.D. Hole. "The success we have had in making our race a world-class event would not be possible without the continued support of our partners, representing all three levels of government, the corporate sector and the dedication of our volunteers. Their ongoing support and commitments are essential for events of this magnitude and ensuring we can continue to meet the standards we have set in recent years." Hole also told the news conference that word had been received late yesterday afternoon that federal Public Works Minister Ralph Goodale had signed an agreement for financial support valued at $75,000 towards the event

Also participating in the event were Drew Hutton, MLA for Edmonton Glenora, and Jill Savege, Canada's top female triathlete. Jill is presently ranked sixth in the ITU women's international standings."All three levels of government and the corporate sponsors are to be commended for their past and continued financial support of this amazing event," says Jill Savege, who travelled to Edmonton from her home in Penticton to be involved in the news conference. "The opportunity to compete in a World Cup Triathlon event in our own country - in a pre-Olympic year - provides Canadian athletes with the best possible chance to do well in the international standings. This, we hope, will translate into better overall results for Canadians in Athens. 2003 Junior Olympiad Triathlon in Mexico
Marie Fernandez Reyes, Press officer for the Mexican Triathlon Federation writes: Today, Sunday 18 May, Claudia Rivas, José Eduardo Rivas,  Alejandra Apud, Leonardo Saucedo, Circe Sucedo and Pablo Becerril won  the 2003 Junior Olympiad Triathlon which took place at Presa Peña del Águila, which is located about 25 kilometres from the city of Durango.  On hand for the competition and the celebration that followed was Prof. Nelson Vargas, President of CONADE, as well as Jaime Cadaval, President of the Mexican Triathlon Federation.
  The competition categories with distances were as follows:
